Title: DSO3254A will not start with Windows app
The USB device is detected, but with an invalid firmware version.  Note that when the device is plugged into the PC, only the Power stays on.  How can I fix this?

I have already done this and the results are the same.  The software does not find the USB device.

Is there a way to reset the unit to factory settings or to reprogram the firmware?

You can reset the unit to factory setting by "Utility-Factory Setup".If it still can't work in normal,please record a installment video to us,so i can know what's wrong with it.My email address is wangshuang@hantek.com.

The "Utility-Factory Setup" option is part of the Windows application which will not work because (as stated previously) the USB device is not found.

Only the power lamp is on, there is something wrong with the installation.
Have you successfully installed the IO Libraries Suite?After installing successfully, can you see driver information in device manager?click Keysight IO libraries suite icon in bottom right corner, and choice “Connection Expert”,you can see the device information in IO Window.If these are all right,please right click to update the driver manually, and choice the correct route: C:\Program USB connection mode: Refer to USB CONNECTION. Files\IVI Foundation\VISA\IVI USB Staging\b841aa80\Windows.
Then double click “DSO-xxxx” shortcut on desktop to open the software of DSO device. The device is connected with PC successfully. You can see “Connected” tip in status column.
Please check installment procedures step by step,seeing what went wrong.

The IO Libraries suite install correctly and as of today, the DSO3254A is no longer detected at all when it is plugged into my PC.  Please note that I also own a DSO3254, which works perfectly.  It is only the 3254A which stopped working last week.  Note that I have also tried installing everything on another Windows 10 PC without success.  In both cases, the DSO3254 works fine, but the DSO3254A is not detected at all when plugged in.

My DSO3254A is only about six months old.  Is it still under warranty?  Since none of the advice provided here has solved my problem, how would I go about getting the unit repaired?

Many thanks to huhai_1000 (caiyijun@hantek.com) for sending me the tools and directions for re-initializing my DSO3254A.  It is now working perfectly!

This was finally fixed after seeing this thread with a newer release of the DSO3254a firmware than was sent to me in 2019.  Happy to finally revive what had become a dead piece of test equipment, but disappointed that it took so long to get a solution.
